Lingkaran Luar Butterworth (Penang) Sdn Bhd or better known as “LLB” is a concessionaire of Lebuhraya Lingkaran Luar Butterworth was incorporated on 17th December 1996 as a single company to privatize the Lebuhraya Lingkaran Luar Butterworth on a build-operate-transfer (BOT) basis. Its main activity is highway construction and toll collection. The Concession Agreement between the Company and the Government was signed on 28th April 1997 with a concession period of 30 years. Toll collection in BORR commenced on 21st February 2007.

LLB has 6 interchanges that promotes faster and convenient local traffic dispersal. The Highway under this concession covers a distance of 13.925 km which forms the Butterworth Outer Ring Road (BORR) and existing 5.0 km of the Butterworth-Kulim Hoghway. LLB has three (3) two-way Toll Plazas - TP1 (Prai Toll Plaza), TP2 (Bagan Ajam Toll Plaza) and TP3 (Sg. Nyior Toll Plaza). LLB also provides kilometer marker on the median for easy reference in time of breakdown and emergency.

LLB also forms a ring road around Butterworth town that serves two ports namely; Deep Water Wharves and North Butterworth Container Terminal. It provides a separation between local town traffic and heavy commercial traffic, impetus and generation of economic activity for future development of Butterworth town and transformation of Butterworth landscape from backwaters of Penang into a modern vibrant city.
